During this trip Putin ordered a change to be made in the legislation regarding issues of partnerships between the state and private companies and the creation of special economic zones. Among other things, the law now allows for the creation of special economic zones on private land. These changes to the law have just come into force and it is up to the government of the Moscow Region to decide further. The Region already has one special economic zone in Dubna, in which are operating 82 high-tech residents.

Sergei Shoigu, Governor of the Moscow Region, supports the idea of creating a special economic zone in the Novy Stupino industrial park. According to the plan, about 40 enterprises -- as yet to be determined -- will be situated on 200 ha. Vladimir Putin visited the construction site of the satellite city last year.
